This book explores the variations in the transformation of the Asian developmental state in South Korea, Singapore, and Taiwan. Based on an original theory, the author argues that these variations are influenced by two factors: industrial structure and democratic transition, both of which are shaped by the strategic calculations of the ruling elites to maintain power. South Korea does not have a strong R&D capability in biotechnology. The two most important actions of the South Korean government have been the creation of the Genetic Engineering Centre at the Korean Advanced Institute of Science and Technology (KAIST) and the organization of the Korean Genetic Engineering Research Association (KOGERA).

For instance, among all the human embryonic stem cell research centers in countries such as China, Japan, South Korea, Singapore, and Taiwan that participate in the Stem Cell Network of the Asia-Pacific Region (SNAP), a network of major stem cell research centers in the region, all but some private universities in Japan are nationally funded.
